Hi I am in the same situation divorced 2004 and no maintenance ever paid, he lives in the UK so falls under the jurisdiction of the CSa but they cannot assess him as he works outside the UK and pays no UK tax, cannot tax him to court as he stills falls under the CSA what a catch 22! he also work offshore Norway, I am currently looking into the law in Norway and their CSA system to see if they can help, I have spoken with REMO and they cannot help as he lives in the UK, also I have got a court date to see whether I can get a test case heard as this situation is mad but I'm not holding out much hope.
