As I understand it, the US is one of the few countries to demand tax from its citizens when they work abroad.

You definitely have to file taxes when you live abroad.  If you don't - no matter how little you made - they'll fine your butt off.  You only have to pay if you made over a certain amount, but you always have to file - and you can do it all online.

Tax laws vary from country to country, however many countries want to know about the 'world income' of their taxpayers. If you are residing and working in a foreign country you will likely be required to pay income taxes in that country, however you are also required to report that foreign income on your income tax return in the USA and Canada as well if you're from North America.

This foreign income is (as far as I understand) not taxed by the USA or Canada, but rather used in the calculation of your personal tax exemption - so for example, if you earned $5000 in the US or Canada which is non-taxable since it is below the basic personal exemption you would not pay tax on those earnings. If on the other hand you also earned the equivalent of $65000 in some other country you would have to report that foreign income. Therefore the $5000 you had earned in the USA or Canada WOULD BE TAXABLE INCOME, since your world income is above the basic personal exemption.

What country are you in? Different countries have tax treaties with the US, but a tax return must be filed still.

As an expatriate American you have to pay tax on your overseas earnings. 
As I know it from working overseas with Americans, the first $85,000 is tax free and after that you pay tax. To keep the tax down some companies pay a base salary on which you pay tax after the $85,000 then the rest of the salary package is made up of allowances and bonuses which attract a much lower rate of tax. You have to be out of USA for a certain number of days in the tax year too to qualify.
