Ship to laos

I have a friend that lives in Phonsavan, Xieng Khouang, Laos. It's his birthday and I wanted to give him some gifts. I did a create label online in DHL website but I couldnt put in the city phonsavan or xiengkhouang. It shows "invalid city" I went in person to DHL but they said the same thing that the city phonsavan is invalid so I couldn't ship it out. The city section only allows 4 cities in Laos that my friend don't live near by at all. What should I do?
