Hi Mike.

No way, absolutely no way CDN gov't will accept WhatsApp calls except for emergency services. I do know, from personal experience, that Revenue Canada (our "Tax man") accepts any/all collect calls.

What branch of the gov't were you needing to reach?

edit: apologies. I read "WhatsApp", when you had asked "What apps". As I understand it, no gov't offices in Canada communicate via social media apps, save for an emergency contact.

Hi! You are right ...Revenu Canada accept calling call but PLDT still charge it on the bill. ..because they have no operator. The only way to call cheap to Govt is using an apps like Talk360, Vibe out, etc聽 but according to the comments difficult to find a聽 a good one. In the past PLDT had a card with discount but now no more...the standard price is 0.50 CAN/min.

I use MagicJack. Great voice quality, no feedback or echo鈥�
