Popular recently changed their fees, and yes, they are the worst for withdrawing from a foreign account.聽 Santa Cruz isn't bad, I believe it is $12,000 per withdrawal.聽 If you can find a La Nacional bank, their ATM allows $40,000 per withdrawal which makes getting cash much cheaper.聽 Not sure about other banks, the North Coast is rather limited to the big names.

The limits are established both by the ATM bank and your home bank! Try asking your bank to increase and then try again.聽 If not go into a teller but never on or near payday

My home bank limit is high enough (I can get the maximum amount from Banco Popular if I'm willing to pay for it).

I'm curious if I might be able to withdraw more money by talking to a human teller than I can get from the ATM.

When you withdraw from Popular, it gives you an option of sending the peso amount or the converted dollar amount to your home bank, Always go for pesos!! I made the mistake and hit the wrong button one time and lost about $20 on the exchange!

I didn't make a full-on research project out of it, but it does look like yes, the rules are different for ATM withdrawals vs interactions with a live human teller. The amounts you can withdraw may differ even from one ATM to another at the same bank branch. I can't swear to it but it looked like even the exchange rate might be different for live human vs machine. Meanwhile not all banks will let you in to see a teller for cash withdrawal if you don't have an account with them (or so I was told by one employee at one bank).

All I can add to this topic for sure is "if it's something you need, it's worth a try."
