hello I am no EU. do the commune always gives the annex 15 when you apply for extension of the residence permit? I am asking because I was not given I am a bit confused if they are really processing my documents.

You should receive the annex 15 when you apply renewal of your RP. However If your present RP is still valid then the commune will not provide the annex 15, you must remember to ask for the annex 15 from your commune if your present RP expire and you haven't received your new RP.
