Let me give you some (let's hope ) useful practical information to your questions :
I am from Dendermonde, but studied and work in Ghent.

1) there are landlords who offer apartments where pets are allowed, but it is better to check in advance. there are some sites especially for sale and rent of real estate and some of the advertisements already show if pets are allowed or not.
For the price you mention you should find a decent and spaceous apartment, maybe not in the city center of Ghent, but everything is pretty close and public transport is well organized.
Just know that, in case of rent, there might be some monthly extra costs involved ( unless it is already included in the monthly amount聽 ), such as Insurance for the apartment ( pro rata of the % it takes in the total building ), costs for cleaning the public parts ( income hall, stairs, ... ), cost for cyndicus ( person or organization who defends the rights of the renters, do the calculations for use of heating, electricity, ... ).聽 It is better to ask in advance to, just to have no surprises.
2) dogs are not allowed in all restaurants, bars, caf茅s and supermarkets.聽 it is usually clearly mentoned on the outside of the place, at the entrance.聽 But there are some specific places where you can go with dogs... there are even public dog toilets ))
3 ) Yes, students get reduction on public transport.聽 When you buy your public transport card ( abonnement ) you should be able to show your student card to get reduction. Ghent-Kortijk would be +/- 45 euro per month.聽 if you extend the use for 3 months or longer, it will be even cheaper, but you have to pay in 1 time for 3 months or longer.
4) If I was you, I should not wait any longer to look for an apartment.聽 If you know the exact date of arrival, you can plan and agree with the owner of the apartment.

We are from Iceland, but have been living in Norway the past year.

Would you recommend some special areas to look at? It would be great if the city center is in walking distance or at least close to a public transport..
Are dogs allowed on public transport in Belgium?
And if you have any links for me where I can look at rental apartments, that would be great! I have been looking little bit at logic-immo.be
