Covid-19 Vaccine

I am a registered resident in Romania, paying income tax here but have been informed I cannot get a Covid-19 vaccine without a Romanian 'bulletin'. Has anyone else had the same problem and or found a way round it?

Only romanian citizens can have ID cards, the document you link to is valid for romanian citizens movnig their residency back to the country from abroad.

If you have a permis de sedere, which is the equivalent of a Romanian ID, you will be able to get one. However, only a few categories of people can get one now (disabled people, people with mental health issues, essential workers).
Also, the provider is sending fewer doses than initially agreed, so the vaccination process isn't going so quickly, at the moment.
