I would advise to contact companies that are active in the job fairs outside Canada as this shows their experience or willingness to hired a foreigner.
In the IT world, there is a demand in every province. This means that if you find the proper employer, they will "justify" to employment Canada that they couldn't find the ressources within the country and from there the visa process can start between you and your futur employer.

I found an employer on Craigslist, he wrote me a contract and an offer letter.  I took those to the border with my CV, copy of my FINRA licenses, passport and school transcript.  I was granted a 3 year NAFTA work permit in under two hours.

I have a friend from Germany who came to work with SAP, he transferred and was able to get his permit through his employer.  You have to think outside the box to get a work permit.

First, do you speak French? If not, don't even bother cumming here. Go to Ontario, BC, Alberta . . . the rest of Canada, but not here in Quebec!  The fact is, you will find jobs, no problem, but even when you apply to them, they will never get back to you.  Further more, if you are British, you have Buckley's chance!  Quebec people are proud of their past and are constantly 'reminding' everyone of it even thou they them self do not know what they are supposed to remember!
The point is, Anglophones are not welcomed in Quebec.
Sorry for such harsh words, but I tasted their hospitality for the past one year coming from Australia with Bachelors degree in Construction Management and 15 years experience
