Imposible without a DNI, therefore impossible for regular foreigners.

- do you get a visa/mc debit card with the account? Both if requested, that is if you manage the impossible and open an account.

- do ATM's dispense in pesos or USD? Always in pesos, and since this week, using US dollars isn't illegal but it is heading that way. Only on the black market can you handle dollars.

- how much is the charge to withdraw from US account in ARG ATM's? I would check with the banks in question. In Buenos Aires you will have a hundred times better options that the rest of Argentina. First, check if your US bank has an office in BA, if so, no problem. If not, check if your bank has a reciprocal agreement with another major bank here that has a base in BA. For example Barclays in the UK are buddies with Westpac in Australia and do good deals between the two.

- are there any restrictions on sending/receiving money to/from abroad?
Not yet but large transactions will be looked at and monitored, this is Argentina.

Look at Western Union options, I am nothing to do with them but I have had good dealings in the past with them in cities and in jungles!
